If you download it, unzip it directly to Mod Installer folder where you have the exe files. This optional item isn't in main MI download item by default. That's why there is an optional download item with those backgrounds created for Mod Installer.
But Far Cry 4 and Far Cry Primal doesn't have the background as video so Mod Installer can't use them. This video is taken directly from game files.

Now there is just one Mod Installer which contains everything required to each Far Cry game, so you download one file and you can install mods for all Far Cry games.
